个人数据和信息(例如通过医患关系获得的信息)必须以最高的保密性和谨慎性处理。编辑和作者必须保护个人信息,包括医患身份,不可泄漏任何可能透露患者身份的信息,照片则需隐藏含患者身份特征的信息。
在病例报告中,作者必须取得并提交患者签署的知情同意书,如患者为未成年或无能力同意的成人,则必须取得患者父母或其他监护人的同意。然而,如果同时满足以下三个条件,可以在未获得明确同意的情况下发表报告:该报告对公共健康具有重大意义(或在其他方面非常重要);获得同意极其困难;理性的个人不太可能对报告的发表提出异议。
Informed Consent Policy
Personal data and information (such as those obtained through the doctor-patient relationship) must be handled with the utmost confidentiality and care. Editors and authors are required to protect personal information, including patient identities, and must not disclose any details that could reveal the identity of patients. Identifiable features in patient photos must be obscured to prevent recognition.
For case reports, authors must obtain and submit signed informed consent from the patient. If the patient is a minor or an adult unable to provide consent, consent must be obtained from the patient's parents or legal guardians. However, under the following three conditions, a report may be published without explicit consent:
1. The report is of significant public health interest (or is otherwise critically important).
2. Obtaining consent is extremely difficult.
3. A reasonable person would be unlikely to object to the publication of the report.
